Roof replacement needed at Aquatic Centre

Repairs are needed on the Aquatic Centre roof after it was discovered that a section of the roof had been damaged and needs to be replaced. Minor repairs were being looked at on the roof where a couple of protrusions around the HVAC/Air conditioning have seen some leaking.  
“We had secured a contractor to come in and perform those repairs to buy some time in terms of the inevitable replacement of the roof at some point,” said Jesse Parker, director of engineering and operations for the town.
Upon looking at the roof with the contractors to figure out an estimate, a major failure of the roof on the west side of the Aquatic Centre was found. 
A section on the lower area of the roof, above the washrooms in the Civic Centre and the mechanical storage room for the Aquatic Centre, has been damaged and fallen away from the building, leaving the insulation and inside of the building exposed to the elements.
Parker said basically water got in and has saturated the drywall and insulation that was in that wall. 
There is some water that has gotten in beneath the roof, and there is also bowing, warping, of the roof, which indicates water damage in other areas as well. 
“We’re not overly happy (with) the fact that this has occurred but this part of our original section of roof,” said Parker. 
“With the water coming in I think it’s best that we open that up and determine what the damage is. This project budget as well as the estimate from the contractor represents worst-case scenario, so full replacement of that roof section. 
“If we open it up and find it’s not as bad as a full replacement there’s some things we can do to reduce this cost, but we won’t have that information until we actually open it up and do a proper assessment of the roof and what needs to be replaced.”
Parker said he didn’t see significant damage below, so they are anticipating that the damage has been somewhat held to the one specific area. 
Parker did add a contingency to the request for funding in case there are problems that arise but stated again that the contractor gave a quote based on a worst-case scenario. Council approved the creation of a capital project for the Aquatic Centre roof replacement for $83,000 with funds drawn from the financial stabilization reserve. The contract for the repairs was awarded to CINL Roofing LTD in the amount of $74,750 plus GST.
